Port of Los Angeles to Develop Outer Harbor Cruise Terminal

The Port of Los Angeles has announced Pacific Cruise Terminals, LLC, a joint venture between Carrix, Inc. and JLC Infrastructure, will develop and operate a new Outer Harbor Cruise Terminal as well as redevelop the current World Cruise Center. 

Speaking of the project, Port Executive Director Gene Seroka said, “This new Outer Harbor cruise terminal and World Cruise Center redevelopment will allow us to capture more of the rapidly growing cruise business, while also establishing Los Angeles as the primary West Coast gateway for cruise operations. This project will also be a huge win for our Port communities, who will greatly benefit from the economic activity generated by such significant public and private investment in our LA Waterfront.”

The new facility will be shore power ready with two berths ready to dock next-generation ships. The proposed cruise terminal will contain a park, recreation space and promenade that is open to the public, as well as enhanced access to the Los Angeles Waterfront. While there is no completion date, the facility will be named Harbor Cruise Terminal and Park.

The development of this new terminal comes at a time when the cruise industry is continuing to grow globally. The terminal will ensure the Port of Los Angeles remains a top choice for West Coast cruises. 

The Port of Los Angeles hosted 241 ships calls and welcomed a record-breaking 1.6 million passengers in 2025. Those port calls brought in around $1.3 million in revenue for the local economy.

The addition of the Outer Harbor Cruise Terminal will have a significant economic impact on the region. More cruise passengers creates a greater demand for hotels, restaurants and tourist attractions boosting the local tourism economy. 

Marlon Smith, managing director at JLC, said, “Los Angeles is a strategic location to support increasing demand for Pacific Coast cruise operations. We expect that the incremental tourism generated from cruise operations and the reimagined waterfront will produce meaningful benefit to the Port, local business, and the community as a whole.”

Currently, ships from Royal Caribbean, Princess Cruises and Norwegian Cruise Line homeport at the Los Angeles World Cruise Center and sail West Coast and Mexican Riviera itineraries.
